Victorian Electricity Distribution Networks Management System and Capability Requirements for Underground Electrical Infrastructure Civil Works
Introduction
This document sets out the Victorian Electrical Distribution Network (VEDN) Owners electricity industry special requirements for Management Systems assessment for Electrical infrastructure, Civil Works.
Management System
The Contractor’s Management System is to be based on: -
AS 4801:2001 (Safety)
ISO 9001:2000 (Quality)
ISO 14001:2004 (Environment), and
Contains the required Victorian Electrical Distribution Networks special requirements.
Special Requirements
Training
Personnel
The following personnel will require the below listed training:
The person directly supervising and or performing the work
The cable/conduit/trench detailer
The work site auditor/inspector
No Go Zone
WorkSafe guide to ‘No Go Zones’ for construction and utilities.
Underground Cable Installation – Civil Works
(This course is available through GippsTAFE)
Reading of plans
Approved materials
Trench and joint hole requirements
Substation site requirements
Pole hole requirements
Separation from other assets
Cable protection (marker tape, slabs, sand)
Pit installations
Conduit and duct installation
Bollards
Hazard identification & Risk Assessment Procedure
The Contractor must have:
A hazard identification & risk assessment procedure that is suitable for electrical infrastructure, civil works. This may be a modified version of a current procedure.
Hazard identification & risk assessment forms (JSA) for electrical infrastructure, civil works
Installation Inspection and Test Program
Inspection and testing process that includes:
A suitable inspection and test plan for electrical infrastructure, civil works
Staged inspection and test process and forms for electrical infrastructure, civil works
Verification/handover documents
Acts, Regulations & Codes of Practice:
The contractor must have access to the following:
Electricity Safety (Network Assets) Regulation
Electricity Safety (Network Assets) Code
Manual and Standards
The contractor must have access to the URD Developers Design and Construction manual. (VESI or Network Owner document) Available from Network owners
EQUIPMENT
The following is the minimum equipment (unless specifically excluded) which all applicants must demonstrate access to:
Personal Safety
Hard Hats (AS1801)
Safety Footwear (AS2210)
Hi Visibility Clothing/Vests (must be NENS 09 compliant if engaged by Network Owner)
Hard Work Gloves
Eye Protection (AS1336)
Ear Protection (AS1270)
Pit, Trench and Conduit Installation
Excavation capability (Ditchwitch/ Excavator or Backhoe etc)
